ISSS Objectives
i) To empower future decision makers to work to establish the rule of law in transitional countries;
ii) To widen theoretical and practical skills of participants;
iii) To influence changes in transitional countries towards sustainable Rule of Law;
iv) To create Rule of Law Network of ISSS participants.
Course Description
The course will consist of four components:
1) Lectures will provide insight in theory of the Rule of Law, it’s interrelation with human rights and the transitional processes. Students will have classes in the morning and in the afternoon, combined with study time. Distinguished professors and experts from respective European universities and Institutions will provide lectures and will be available for:
2) Discussions that will be conducted after every lecture where all of the participants will have a chance to discuss releveant issues with the lecturers that should serve as preparation for :
3) Workshops that will deal with more concrete and practical issues. Participants will have a chance to work in smaller groups to develop guidelines and recommendations to address these issues. These recommendations will serve as a further introduction for topics for writing:
4) Essays that are obligatory for all participants. Besides the symbolical participation fee all participants should commit to submit essays in order to obtain the certificate.
Credits and Certificates
Certificate of Attendance
Association “PRAVNIK” awards a certificate of attendance upon successful completion of the summer school. In order to gain this certificate, participants will be expected to attend and actively participate in all classes and complete assignments required by the summer school.
CREDITS
ISSS does not use a credit system for the awarding of its internal degrees, and cannot award credit directly for its ISSS participation. Students wishing to obtain credit as a result of our evaluation should consult their own institutions in advance about the acceptability of the Summer School evaluation for credit purposes.
The amount of credit awarded is at the discretion of individual institutions but a rough guide would suggest students completing a full 7 days of the ISSS 2008 (with a 56 hour workload and an essay) might earn four (2-3) semester credit hours. To compliment this all certificates will be come along with the transcript of all ISSS activities, which will outline all learning outcomes.

Academic requirement
The program encourages applications from law and political science graduate and doctoral students (under age of 35), with a limited possibility for undergraduate final year students. Basic knowledge of Rule of Law and commitment to take part
in academic discussions about Rule of Law is required.
Language requirement
The language of instruction is English; thus all applicants have to demonstrate a strong command of spoken and written English to be able to participate actively in discussions at lectures and workshops.
CSO experience
The association “PRAVNIK” recognizes the involvement in CSO (Civil Society Organizations) as an important sign that proves commitment toward democratic development of any society. Thus experience in CSO sector brings an added value to every application.

International Summer School Sarajevo "Rule of Law in Theory and Practice" 10 - 20 August 2008 is a part of an advanced project of the Association "PRAVNIK" called RULE OF LAW NETWORK IN South East Europe.
EXECUTIVE SUMMARY
INTRODUCTION
Countries of South-Eastern Europe are transitional, post-conflict and new democracies which are facing gaps in the Rule of Law system. The transition process always foresees big changes in every legal system that asks for results in the effectiveness and efficiency in the aspect of Rule of Law. Association “PRAVNIK” has the opportunity to bring together academics and students from various universities and highly respected institutions from Europe and worldwide to work together on issues of Rule of Law as it is seen in theory in order to make practical recommendations and to influence changes in new democracies.
Series of INTERNATIONAL SUMMER SCHOOLs
This part of the project is named the International Summer School which will teach 30 graduate and doctoral students on theoretical and practical rule of law issues for 11 days in Sarajevo, Bosnia and Herzegovina. School will consist of lectures and workshops. Students will have classes in the morning and in the afternoon, combined with study time. This Summer school will also include cultural part which will include sightseeing of Sarajevo and Mostar, visit to Sarajevo Film Festival, important cultural and historical monuments, and some additional special events. It is planned to keep organizing International Summer Schools every year in the countries of the region to empower as much as possible future decision makers with theoretical and practical skills in the area of Rule of Law.

OBJECTIVES

iv) To create Rule of Law Network of ISSS participants.
Creation of an ALUMNI Rule of Law Network
After successful realization of the ISSS, the students and the academics will be included in an ALUMNI Rule of Law Network which would continue to monitor and assess the situation in the region with the inputs from ALUMNI students that are residing there in order to address important issues that might occur. This Network will be operational trough the creation of the Rule of Law Network with branches in every country in the region and the constant communication between them will be done over the website of the Network with yearly conferences where they will meet face to face for annual planning.
ONLINE COURSES in Rule of Law
The education and building capacities of the members of the ALUMNI Network will be an indirect component of this project with the final aim that the ALUMNI members prepare and provide trainings in their respective countries on issues of importance for a transitional Rule of Law, but also through Online Courses new for young scholars over the official website. These online courses should start in spring of 2010 and will allow more inclusive education of young scholars in the region and worldwide.
